CIR. NO. 34/2003, DT. 18/05/2004

Time period for filing applications under DFRC and DEPB Schemes

Attention is invited to Paragraphs 4.34 and 4.47 of the Handbook of Procedure, Vol. 1 (2002-2007) and the amendments effected to the said paragraphs vide Public Notice No.41 dated 28.01.2004, thereby modifying the provision of “time period” for filing DFRC and DEPB applications.

2. Representations have been received from individual exporters as well as trade bodies regarding certain difficulties being faced by them in obtaining DFRC and DEPB licences. Taking into account these representations, the following clarification is issued with regard to the implementation of said Public Notice:

a) Shipping Bills with “let export order date” or Bank Realization Certificates dated prior to 28th January, 2004 shall be covered by the said paragraphs of the Handbook prior to the modification vide Public Notice No.41 dated 28.01.2004.

b) Shipping Bills with “let export order date” or Bank Realization Certificates dated on or after 28th January, 2004 shall be governed by the provisions of the said paragraphs of the Handbook as amended by the said Public Notice.

c) Applications for DFRC/DEPB which are covered in category (a) above but have already been disposed of can be reconsidered by the concerned licensing authority on application. In such cases, a supplementary DFRC / DEPB, as the case may be, will be issued to the applicant.

This issues with the approval of DGFT.
